Neither card asks for a specific Lilo or a specific Stitch. Any of them satisfies the other, which is why the deck can run the cheap ones.
That is a one-cost card getting better and a two-cost card getting better, for $0.18 the pair. It is the rare kind of synergy that does not need a rare card to hold it together.

The printing is the price, not the card
Lilo & Stitch - Fun-Loving Friends is the deck's namesake and its most expensive card, at $1.13. The same card also exists as an Iconic printing that sells for $1,629.34.
That is the same card, 1442 times the price. Identical text, identical cost, identical legality. You are buying the artwork.
This is the thing worth understanding before spending anything. The expensive shelf in Lorcana is mostly treatments, not power. A deck built out of base printings plays exactly the same game.
What the budget version leaves out

The budget deck is genuinely cheap everywhere except its song package, which is where the power lives.

Amber and Steel also fields a deck several creators call Steelsong, and Thomas Huval took a version of it to Top 8 at a CCS 5K and the 50K. Those results belong to that deck.
